On December 9, the Ministry of Ecology and environment issued the “code for in-use Vehicle Emission Inspection (draft for soliciting opinions) ” , which sets out detailed regulations on the standards and norms for vehicle emission monitoring.
The standards define the basic requirements of the qualification of inspection institutions, the networking of inspection institutions, the basis of inspection and the operating principles. The standards stipulate that the inspection institutions shall obtain the qualification certification of provincial level and above market supervision departments according to law, and engage in emission inspection activities within the validity period. Shall, in accordance with the networking requirements of the state competent departments of ecological environment, network with the competent departments of ecological environment at the local and municipal levels, and share the inspection data in real time, and shall ensure the completeness and accuracy of the relevant information, such as data and videos, and ensure the stability, reliability and security of equipment communication.
The formulation and implementation of this standard will further improve and perfect the management system for the environmental protection of motor vehicles, establish a unified national emission standard for in-use motor vehicles, and guide motor vehicle emission inspection agencies to carry out vehicle emission inspection on a regular basis, at the same time, it provides an important basis for the department in charge of ecological environment to supervise the motor vehicle inspection agency. To make the control and management of motor vehicle emission more scientific and standardized, and to provide more perfect technical support for the supervision and management of motor vehicle emission pollution and pollution prevention and control decision-making.
